What is General Services Administration?

The General Services Administration is the US federal government's central procurement and real-estate agency, headquartered in Washington, D.C. GSA manages the Multiple Award Schedules program, through which commercial vendors list pre-negotiated products and services that any federal agency can purchase without conducting a separate competition. GSA also administers government-wide acquisition contracts (GWACs) in IT and professional services, and manages the federal real-estate portfolio, generating substantial facilities and construction demand.

Multiple Award Schedules IT Facilities

United States procurement landscape

GSA's Multiple Award Schedules program is the backbone of federal commercial buying, covering IT products and services, facilities management, professional services, and hundreds of other categories. Once a vendor holds a Schedule contract, any of the roughly 430 civilian federal agencies and military branches can place task or delivery orders directly, unlocking billions in annual addressable spend. Obtaining a Schedule requires detailed pricing disclosures, Basis of Award documentation, and compliance with the Federal Acquisition Regulation — a rigorous process that takes months but creates durable market access. In IT, GSA manages flagship vehicles like Polaris and OASIS+ that serve as the primary channel for civilian agency IT modernization spending. Facilities and construction spending through GSA includes building-maintenance contracts, energy-efficiency retrofits, and leasing. The breadth of categories and the volume of active solicitations and modifications means monitoring GSA effectively is a continuous, high-bandwidth task for any vendor.

Bidding on United States tenders.

Vendors must register in SAM.gov and maintain an active registration to be eligible for any federal award. Schedule applicants submit an offer against the applicable solicitation and negotiate pricing and terms with GSA contracting officers. Ongoing compliance includes annual price reviews, Trade Agreements Act adherence, and reporting of sales under the Industrial Funding Fee program.

General Services Administration — FAQ.

What is the Multiple Award Schedules program? +

The Multiple Award Schedules (MAS) program is a long-term government-wide contract through which GSA pre-negotiates pricing and terms with commercial vendors. Federal agencies can then buy from the Schedule catalog without conducting their own competition.

How long does it take to get on a GSA Schedule? +

The application process typically takes three to six months, depending on the complexity of the offer and GSA contracting officer workload. Vendors should plan for negotiation rounds before final award.

Do small businesses have advantages on GSA contracts? +

Yes. GSA sets small-business set-aside requirements on many task orders and maintains socioeconomic subcategories (8(a), WOSB, HUBZone, SDVOSB) that agencies can use to direct awards. Schedule holders in these categories may have competitive advantages on targeted solicitations.

What is the Industrial Funding Fee? +

The Industrial Funding Fee (IFF) is a percentage of Schedule sales that vendors remit to GSA to cover the cost of administering the program. The current rate is published in each Schedule solicitation and must be factored into pricing.

Can non-US companies hold a GSA Schedule? +

Non-US companies can hold a Schedule for products covered by the Trade Agreements Act, provided those products originate in a designated country. Many IT and professional-services categories have additional restrictions; legal review is advisable.

Where are GSA opportunities published? +

All GSA solicitations are published on SAM.gov. GSA also maintains category-specific portals and eBuy for Schedule task-order requests. Hook aggregates these sources so vendors see the full picture in one place.
