8(a) Business Development Program

What is 8?

The 8(a) Business Development Program, administered by the Small Business Administration, is a nine-year program designed to help firms owned and controlled by socially and economically disadvantaged individuals develop and compete in the federal marketplace. To be admitted, a firm must be a small business, be at least 51% owned and controlled by one or more individuals who are both socially and economically disadvantaged and US citizens, and demonstrate potential for success; the owner's personal net worth, income, and assets must fall within program limits.

Participants gain access to 8(a) set-aside contracts and to 8(a) sole-source awards up to defined dollar ceilings, along with business-development assistance and mentoring (including the SBA Mentor-Protégé Program). The nine-year term is structured in developmental and transitional stages, and firms must maintain eligibility throughout. Federal agencies use the program to help meet small-disadvantaged-business contracting goals.

For vendors, 8(a) certification is among the most powerful socio-economic credentials because of the sole-source pathway, but it is time-limited and eligibility-tested. Firms typically build a federal track record during the nine years and plan deliberately for graduation, when 8(a) advantages end and the business must compete on its broader standing.
