Major EPC contracts for refineries and LNG facilities are among the largest single procurement actions in any sector globally. In-country value (ICV) obligations—requiring that a specified proportion of contract spend be placed with local suppliers or invested in local workforce development—are central features of oil-sector procurement in Gulf states, Nigeria, Angola, Kazakhstan, and many other producing countries.
Vendors must navigate both commercial procurement rules and the regulatory environments of national oil companies, which vary considerably in transparency. Building relationships with NOC procurement departments, maintaining the required technical pre-qualifications (API standards, HSE certifications), and tracking tender issuances before formal publication are standard competitive practice.
